Automate updating tables

Currently sites, institutions etc. are supposed to be updated via frontend. This solution is not ideal because different versions of the csv tables might be in use. Furthermore the frontend solution doesn't work anymore. The goal is now to automate the process of adding new entities to the table in the backend.
