import tools/crawler from crawler repo

Created "tools" at project root with subdir "crawler". For more details, see README.md there!

Sorry, forgot to branch from the issue #19 -> related to branch "tools"

requirements.txt for crawler is in tools/crawler/requirements.txt , needs to be installed first!
